Sam Boykin
Sam Boykin's broad experiences include over twenty-six years of engineering, management, planning and analysis experience in the Department of Defense, retiring with the rank of Colonel in the Air Force. Specific military experiences include project engineering, engineering management, system cost analysis, functional requirements analysis, effectiveness analysis, system acquisition planning, and program/project management. As a Senior Scientist and Business Area Manager with Frontier Technology for over 13 years, Mr. Boykin has provided technical direction and project management for several major software development and analysis efforts and for development of computer tools for cost and affordability analysis of military systems.

As the manager for the Decision Support Business Area, Mr. Boykin’s responsibilities include efforts related to life-cycle cost, return-on-investment and business case assessments, as well as equipment health monitoring software tools. He is also Product Manager for the Integrated Cost Estimation (ICE) and the Resource Optimization System (ROS) computer tools. As senior manager, he is responsible for identifying and developing projects to support new business and capability growth involving cost analysis methodologies, cost/affordability analysis tools and data, return-on-investment assessments, business case analysis, system portfolio optimization, and equipment health monitoring tools. In addition to top-level management, he provides technical direction and guidance for analysis efforts and software development projects. As Product Manager for the ICE cost evaluation tool and the ROS optimization tool, he is also responsible for supporting commercial sale of the tool, with all of the unique issues associated with supporting a commercial software product, including training and “help” issues.
