Frontier Technology, Inc. to Assess the Impacts of Human Systems Integration 

Frontier Technology, Inc (FTI) has been selected by the Office of Naval Research (ONR) to develop a decision support system to assess whether a proposed system, upgrade, or modification adequately addresses relevant Human Systems Integration (HSI) elements and how these elements impact Total Ownership Cost (TOC).  This Phase II Small Business Innovation Research (SBIR) program will be based on a methodology developed under Navy Phase I SBIR N092-150, Decision Support Aiding for Human-Systems Acquisition.

FTI’s approach involves the analysis and decomposition of human performance factors down to a level where the complexity of the tasks and required abilities can be assessed, and through a process of benchmarking against existing systems, the relative skill level, pay rate, and training costs can be established for the new system or technology.  The results of these assessments will feed existing affordability tools and cost models and provide insight into the “hidden” impacts on man-machine performance and system life cycle cost.  The resulting tool infrastructure will enable acquisition decision makers to compare the pros, cons, and trade-offs of various technologies and system design alternatives.  Plans are being formulated to evaluate Navy Advanced Capability Builds and Tech Insertion cycles; tech-refresh and obsolescence mitigation needs; system capability enhancements; RTOC initiatives; and maintenance, inspection, and repair alternatives. 

FTI will manage this work from its office in Dayton, OH.
