Utilizing over 23 years of experience providing complex decision analysis support to government agencies, FTI has aligned and formed various strategic alliances with the R/S community to identify advanced functionality within the FTI Decision Support Infrastructure that can be tailored to support meeting the challenges of the U.S. Department of State, Office of the Coordinator for Reconstruction and Stabilization (S/CRS) Mission and Framework environment: FTI’s efforts are centered around investigation into a method to provide US military planners and their US Government (USG) Interagency partners with an automated capability to employ the principles and framework described in the USG Draft Planning Framework for Reconstruction, Stabilization, and Conflict Transformation. They are developing a functional proof-of-concept strategy planning aid, and identifying approaches to incorporate changes to S/CRS Planning Framework and updates to Essential Task List into the strategy planning aid tool. This provides ability to visualize the corresponding cost and implementation risk associated with different potential courses of action.
- FTI has matured strategic planning analysis capabilities to provide automation S/CRS planning and coordination decisions:
- Objective evaluation of R/S Strategy Course of Action (COA).
- Automated linking of R/S Goals to MMEs to Tasks.
- Identification of R/S Task resource drivers.
- Identification of R/S Task interdependencies.
- Library of Pre-populated R/S Strategy templates with preliminary Goals, MMEs and Tasks.
- Process to initiate consensus building and coordination between interagency representatives.
- FTI through innovative research efforts guided by US Army Corps of Engineers has developed new capabilities leading to an Enterprise of Initiatives and Programs:
- Proof-of-concept demonstration illustrating the synthesis of S/CRS planning data into prioritized series of tasks to accomplish S/CRS objectives
- Determination of an optimal approach to facilitate consensus across distributed, multinational S/CRS stakeholders
- Identification of S/CRS task values by establishing measures of effectiveness (MOEs) and measures of performance (MOPs)
- Establishment of new resource algorithms that would assist the improvement of performance-based assessment, planning, implementation, monitoring, and closing of S/CRS projects and programs.
