Financial Management Analyst |
| Duties |

Assist with planning, programming, budgeting, and execution, with particular focus on cost estimating, program planning and analysis, support for budget preparation and justification, funds execution, contract analysis and earned value, and the presentation of this data in various formats

Develop and update LCC estimates using FTI’s Integrated Cost EstimationTM (ICE®) tool, establish appropriate cost targets for each phase of product life cycle, and track progress toward meeting cost targets

Assist in the preparation of program technical and financial metric status reports to include the status of cost, schedules, and performance, relating earned value information to actual completion information for meaningful program metrics

Apply Earned Value Management (EVM) principals to collect, compile, analyze, and update real time cost performance reporting information, including independent evaluation of contract performance baselines, cost and schedule variances, performance indices, and estimates at completion

Perform critical path analysis and major event schedule analysis

Maintain an electronic action item database of tasks assigned to projects |

| Experience |

10 years of relevant experience required; 20 years of relevant experience preferred
-
Experience conducting LCC analyses on Navy or similar programs
-
Experience conducting EVM analyses |
| Qualifications |
-
Demonstrated technical cost analysis and estimation skills on large DoD programs
-
Knowledge of DoD accepted cost models, including SEER, PRICE, and COCOMO
-
Knowledge of critical path management and analysis using Gantt and PERT charts and software tools such as Microsoft Project
-
Familiarity with the DoD acquisition process and project management principles
-
Excellent oral, written, and interpersonal communication skills with proven ability to work effectively in teams
-
Demonstrated ability to plan and schedule tasks among a distributed team necessary to create detailed LCC analysis products
-
US citizenship with a current government security clearance | |
