| Duties |
FTI is seeking an experienced reconstruction and stabilization (R/S) analyst/manager with a proven track record in project management to lead the development of decision aids and analysis tools to support projects with the USACE, Office of Naval Research S/CRS, and other US government departments and agencies. FTI is currently developing R/S planning and measurement infrastructure for multiple DoD customers. This infrastructure leverages theory from the Measuring Progress in Conflict Environments (MPICE) framework as well as other applicable social science methodologies. |

- MS degree in related field of study

| Experience |
- At least 5 years hands-on experience planning and conducting R/S efforts
- Experience monitoring progress associated with R/S efforts, to include identification of measures of effectiveness and measures of performance for activities on the ground
- Experience conducting cultural assessments, generating inputs for ethnographic analysis and leveraging data collection methods and visualization techniques such as crowd sourcing and mashups is a plus

| Qualifications |
- Proven project management skills, including familiarity with standard DoD project management principles; PMP certification preferred
- Knowledge of relevant doctrine and planning and assessment tools, including JFCOM J7 Pamphlet, Army Field Manual 3-24 Counter Insurgency, Army Field Manual 3-07 Stability Operations & Support and other documentation
- Knowledge of joint civilian-military planning processes, and familiarity with Interagency Conflict Assessment Framework (ICAF) and other related assessment tools
- Excellent oral, written and interpersonal communications skills, with demonstrated ability to work effectively in teams
- Strong reputation and relationships within DoD and broader interagency community
- US citizenship with ability to obtain a government security clearance
